The foreign player limit in Brazil drops to eight from 2027

A vote held in Rio on Monday approved, starting with the 2027 season, the reduction of the number of foreign players that Brazilian clubs can register in the matchday squad. The decision, shared by clubs in the first and second divisions, provides a maximum ceiling of eight foreigners, compared with the current limit of nine.

New ceiling for foreigners

According to the French newspaper L’Équipe, the limit will drop from nine to eight players starting in 2027 and will continue to decrease to five by 2030. The reduction will be gradual in order to avoid penalising contracts already signed.

The measure has been designed to create more opportunities for young footballers born in Brazil, while also preventing clubs from relying excessively on foreign talent. Government bodies have emphasized that the continuity of existing contracts will not be jeopardised.

Only two clubs, Bahia and Flamengo, have expressed dissent towards the reform, arguing that the restriction could limit the international competitiveness of the clubs. However, the majority voted in favour, confirming the commitment to local development.

Quotas for young players

A rule on the number of young players has also been introduced: on a list of fifty players, at least twenty must be 23 years old or younger. By 2030 this minimum will rise to twenty‑five, while the total of fifty remains unchanged.

In Italy, after the elimination from qualification for the 2026 World Cup, a proposal emerged to require Serie A clubs to field at least four Italian players. The minister for sport Andrea Abodi responded that, while sharing the principle, it is not possible to impose nationality constraints at the national level, suggesting a debate at the European level.

Currently, Serie A does not have nationality obligations, while the lower divisions offer financial incentives for the employment of young Italian players. Therefore, the discussion remains hypothetical, unlike Brazil where the reform has already been approved.

The new regime will come into effect in the 2027 season, forcing clubs to revise their squads and to invest more in national talent. Authorities have assured that the transition will be monitored to ensure competitive fairness.
