UEFA fines AS Roma €6 million for 2025 financial breaches

AS Roma (ITA) has been hit with a €6 million sanction from UEFA after the club slightly missed its interim financial target for the 2025 financial year and posted a squad cost‑to‑revenue ratio above 70% for the calendar year 2025, prompting two separate fines.

UEFA has published an update on the clubs that remain subject to the Settlement Agreement. The update specifically includes AS Roma among the monitored clubs.

The released document examines the financial results achieved by the monitored clubs over the last financial year. It assesses compliance with the parameters set out in the settlement framework.

For AS Roma, the review focuses on the financial year ending in 2025. It also measures the club’s performance against the objectives established in the agreement signed with UEFA.

UEFA’s official statement reads: “With regard to clubs still subject to a settlement agreement, AS Roma (ITA) slightly exceeded the interim target set for the financial year ending in 2025 and was fined €2 million. Having also recorded a squad cost-to-revenue ratio exceeding 70% for the calendar year 2025, the club was fined an additional €4 million.”

The €2 million fine reflects the club’s failure to meet the interim financial target for the 2025 year. The additional €4 million penalty is linked to the squad cost‑to‑revenue ratio that surpassed the 70 % threshold in 2025.

Combined, the sanctions total €6 million, underscoring UEFA’s enforcement of the settlement parameters for AS Roma.
